The California Prison Industry Authority’s (CALPIA) General Manager position is also the Executive Office of the Prison Industry Board (PIB). Scott Walker is CALPIA’s current General Manager/Executive Office, recently appointed in April 2019.
Mr. Walker has worked for the State of California over 33 years; most of his career with CALPIA. Advancing his career with a variety of appointments in the enterprise classifications to management positions including 13 years as the Assistant General Manager, Operations Division.
He has received many accolades for his accomplishments with CALPIA operations and programs. He also has been recognized nationally by the National Correctional Industries Association for his dedication and achievements with continuous improvement of CALPIA’s mission.
Assistant General Manager, Facility Support, Operations Division
Rocco Papietro is the Assistant General Manager of Facility Support, Operations Division for CALPIA. Mr. Papietro has more than 22 years of service at CALPIA. He started at Avenal State Prison as a Material & Stores Supervisor in CALPIA’s warehouse. He advanced his career with a variety of appointments at Avenal State Prison and California Men’s Colony. He then joined the CALPIA Central Office team, serving as a Branch Manager in Operations. Mr. Papietro held the Branch Manager of Operations position for two years before being promoted to the Assistant General Manager position. Prior to CALPIA, Mr. Papietro worked for Union Oil Company of California as a Health and Safety Coordinator.
(A) Assistant General Manager, Facility Operations, Operations Division
Brad Smith is the Acting Assistant General Manager of Facility Operations, Operations Division for CALPIA. Mr. Smith has more than 22 years of service at CALPIA. He started at Avenal State Prison as an Industrial Supervisor over Wood Products. Mr. Smith advanced his career in the Operations Division with a variety of appointments at San Quentin State Prison, Mule Creek State Prison, California State Prison, Solano, and CALPIA’s Central Office where he has served as a Branch Manager before becoming the Acting Assistant General Manager. Prior to CALPIA, Mr. Smith managed large manufacturing companies that shipped products worldwide for 16 years.
Jeff Sly is the General Counsel for CALPIA. Mr. Sly began his legal career in 1991 as a member of the United States Navy, Judge Advocate General. Following his time in the Navy, Mr. Sly entered private practice as managing partner of a civil/family law practice. Mr. Sly began State service in 2001. He served as Commission Counsel with the Fair Political Practices Commission and Staff Counsel with the California Department of Corrections and Rehabilitation before joining CALPIA in April 2006 as General Counsel.
Mr. Sly is a graduate of the California State University, Sacramento, with a Bachelor of Science Degree Business Administration/Finance; a graduate of Golden Gate University School of Law, and is licensed to practice law in California and Michigan.
Assistant General Manager, Marketing and Regulatory Compliance Division
Raymond Meek is the Assistant General Manager of the Marketing Division for CALPIA. Mr. Meek has over 33 years of sales and marketing experience, specializing in business development, strategic planning and management.
Mr. Meek began his career at the Pepsi Bottling Group/PEPSICO and worked for over 20 years in a variety of sales management roles, serving as the Director of Foodservice and as Regional Sales Manager. Prior to joining CALPIA, Mr. Meek served for six years as the Vice President of Member Development for the California Restaurant Association.
Mr. Meek graduated from California State University, Sacramento with a Bachelor’s Degree in Organizational Communication.
Assistant General Manager, Administration Division
Debi Kamakani is the Assistant General Manager of the Administration Division, which encompasses Human Resources, Labor Relations, Staff Development, and the Business Services Section. Prior to this role, Ms. Kamakani served as CALPIA’s Chief of Human Resources. Much of her career she worked for the California Department of Forestry and Fire Protection (CAL FIRE) where she served as Assistant Personnel Officer, Personnel & Payroll Services.
Ms. Kamakani has been the recipient of three Director’s Awards during her 15-year tenure with the State of California for outstanding achievements. She has also been honored by the California Department of Human Resources, California Public Employees Retirement System, and the California Government Operations Agency.
Assistant General Manager, Office of External Affairs
Michele Kane is Chief of External Affairs for CALPIA. Previously, Ms. Kane worked for the California State Legislature and served as Deputy Director of Communications for a State Senator and Deputy Director of Communications for the caucus. Prior to working at the Capitol, Ms. Kane served as a spokesperson for the California Department of Corrections and Rehabilitation (CDCR). Ms. Kane has 19 years of experience in broadcast media including anchoring and reporting for CBS-13, CW31’s Good Day Sacramento, WKMG Orlando Florida, KCOY Santa Maria/Santa Barbara and KIEM Eureka.
Ms. Kane is a graduate of California State University, Sacramento, with a Bachelor of Arts in Media Communications.
Chief Information Officer
Suzie Changus is the CIO for CALPIA. Mrs. Changus has worked in the fields of vocational education, technology and healthcare and has two decades of information technology and project management experience. In addition to private sector and non-profit work she also co-founded a technical consulting firm providing services in Network Infrastructure, Server Management, Applications and Software Development and Data Management. Her primary project management experience has involved college accreditation initiatives, Sacramento Employment and Training Agency (SETA) contracts, Salesforce application implementations and strategic planning.
Mrs. Changus has a Bachelor of Science degree in Information Technology from the University of Phoenix and a Master of Business Administration (MBA) degree from CSU, Sacramento.
Assistant General Manager, Workforce Development Branch
Randy Fisher is the Assistant General Manager of the Workforce Development Branch for CALPIA. Mr. Fisher has more than 28 years serving in the public sector. Prior to this role, Mr. Fisher served as CALPIA’s Chief Administrative Officer where he oversaw Human Resources and Labor Relations. Mr. Fisher comes to us from the California Department of Human Resources where he served as the Assistant Deputy Director of the Labor Relations Division. During his tenure with the State, Mr. Fisher has held multiple positions in Labor Relations and Human Resources serving the California Department of Human Resources, California Department of Corrections and Rehabilitation, California Department of Education, California Department of Food and Agriculture, and the California Department of Health Services.
Mr. Fisher is a graduate of California State University, Chico with a Bachelor of Science Degree in Business Administration with a Marketing emphasis. He also has a minor in Collective Bargaining.
Chief Financial Officer
Bill Davidson is the Chief Financial Officer for CALPIA. Mr. Davidson has nearly 20 years of fiscal and administrative experience in state government. Much of his career has been spent at the Department of Motor Vehicles, serving as the department’s Chief Budget Officer, Deputy Director of Field Operations and Chief Deputy Director. Mr. Davidson also served as the Deputy Secretary for Administration and Finance at the California State Transportation Agency. Prior to his current appointment, Mr. Davidson spent eight years as a member of the California Prison Industry Board.
Mr. Davidson is a graduate of California State University, Sacramento with a Bachelor of Science degree in Business Administration (Accounting).
