Charles (Chuck) Pattillo
The Prison Industry Board appointed Mr. Pattillo to the position of General Manager of the California Prison Industry Authority (CALPIA) on March 23, 2007. The Board previously appointed him Executive Officer in May 2005, a position which he still holds. Prior to that, from March 2005 through March 2007, he served as the Chief Assistant General Manager of the CALPIA.
Mr. Pattillo previously worked at the California State Legislature as Chief Consultant to the Joint Legislative Audit Committee, and Chief Fiscal Consultant and Deputy Chief of Staff to two Assembly leaders. He began his State public service in 1989 as a Financial Auditor for the California Department of Finance, after serving six years active and reserve duty with the United States Army.
Mr. Pattillo is a graduate of California State University, Sacramento, with a Bachelor of Science Degree in Finance.
Assistant General Manager, Operation Division
Mr. Perkins has more than 22 years working in the corrections profession. He has been with the California Prison Industry Authority (CALPIA) since 2008. His prior appointments includes Branch Manager, Joint Venture/Free Venture Administrator, Field Administrator for Transportation, Maintenance Repair and Warehousing and Field Administrator over several institutions. Mr. Perkins also has valuable experience working for the California Department of Corrections and Rehabilitation as a Correctional Officer, Vocational Instructor, and Stationary Engineer.
Chief Financial Officer
Pouneh Simpson is the Chief Financial Officer for CalPIA. Ms. Simpson has more than 22 years of experience in state government. Most recently, Ms. Simpson was appointed by Governor Jerry Brown in November of 2011 to serve as the first Chief of Financial Operations of Veterans Homes at the Department of Veterans Affairs. Previously, she served as the Chief of Administration at the State Personnel Board from 2009 to 2011, Chief of Fiscal Services at the Office of Emergency Services from 2007 to 2009 and Chief of Administration at the Office of the Inspector General from 2005 to 2007. Additionally, she held positions in fiscal or administrative areas at State Controller’s Office, Board of Equalization and Department of Finance.
Ms. Simpson was a 1995-96 Jesse Marvin Unruh Assembly Fellow after which she continued to serve as a Legislative Analyst. Ms. Simpson received her Bachelor of Arts in Sociology-Organizational Studies from the University of California, Davis, and her Master of Public Administration from the University of Southern California Sol Price School of Public Policy.
Mr. Jeff Sly is the General Counsel for the CALPIA. He began his legal career in 1991 as a Navy Judge Advocate General. Following his military career, he was in private practice and served as Commission Counsel with the Fair Political Practices Commission and Staff Counsel with the Department of Corrections and Rehabilitation before joining CALPIA in April 2006.
Mr. Sly is a graduate of the California State University, Sacramento, with a Bachelor of Science Degree in Finance; a graduate of Golden Gate University School of Law, and is licensed to practice law in California and Michigan.
Assistant General Manager, Marketing Division
Mr. Raymond Meek is the Assistant General Manager of the Marketing Division at the California Prison Industry Authority (CALPIA). Mr. Meek has over 27 years of sales and marketing experience, specializing in business development, strategic planning and management.
Mr. Meek began his career at the Pepsi Bottling Group/PEPSICO and worked for over 20 years in a variety of sales management roles, serving as the Director of Foodservice and as Regional Sales Manager. Prior to joining CALPIA, Mr. Meek served for six years as the Vice President of Member Development for the California Restaurant Association.
Mr. Meek graduated from California State University, Sacramento with a Bachelor’s Degree in Organizational Communication.
Assistant General Manager, Administration Division
Randy Fisher is the Chief Administrative Officer for CALPIA. Mr. Fisher has more than 27 years of experience in public sector Human Resources and Labor Relations.
Mr. Fisher comes to us from the California Department of Human Resources where he served as the Assistant Deputy Director of the Labor Relations Division. During his tenure with the State, Mr. Fisher has held multiple positions in Labor Relations and Human Resources serving the California Department of Human Resources, California Department of Corrections and Rehabilitation, California Department of Education, California Department of Food and Agriculture, and the California Department of Health Services.
Mr. Fisher is a graduate of California State University, Chico with a Bachelor of Science Degree in Business Administration with a Marketing emphasis. He also has a minor in Collective Bargaining.
Assistant General Manager, Office of External Affairs
Michele Kane is Chief of External Affairs for CALPIA. Previously, Ms. Kane worked for the California State Legislature and served as Deputy Director of Communications for a State Senator and Deputy Director of Communications for the caucus. Prior to working at the Capitol, Ms. Kane served as a spokesperson for the California Department of Corrections and Rehabilitation (CDCR). Ms. Kane has 19 years of experience in broadcast media including anchoring and reporting for CBS-13, CW31’s Good Day Sacramento, WKMG Orlando Florida, KCOY Santa Maria/Santa Barbara and KIEM Eureka.
Ms. Kane is a graduate of California State University, Sacramento, with a Bachelor of Arts in Media Communications.
Assistant General Manager, Workforce Development Branch
Mr. Milo Fitch is Chief of CALPIA's Workforce Development Branch. Mr. Fitch previously served 33 years at the Sacramento County Sheriff's Department, retiring as Chief Deputy. His leadership and vision launched and improved several offender programs for workforce training and education at the Sheriff’s Department. He also served significant tenures at the Sheriff’s Department in personnel management and investigations.
Mr. Fitch is a magna cum laude graduate from National University with a Bachelor's Degree in Business Administration. He is also a graduate of the FBI National Academy, the Peace Officers Standards and Training Supervisory Leadership Institute, and the West Point Leadership Program.
