Prison Industry Board Members
The Prison Industry Board (Board) was established in 1983 to oversee the operations of the Prison Industry Authority (PIA), much like a corporate board of directors. The Board sets general policy for PIA, oversees the performance of existing PIA industries, determines which new industries shall be established, and appoints and monitors the performance of the General Manager.
The Prison Industry Board also serves as a public hearing body. Charged both with ensuring that PIA enterprises are self-sufficient and that they do not have a substantial adverse effect upon private enterprise. The Board actively solicits public input in to the decisions it makes with regard to expanding existing or developing new prison industries.
The Prison Industry Board is composed of 11 members. The Secretary of the California Department of Corrections and Rehabilitation serves as a Member and Chair of the Board. The Governor appoints four members (two to represent organized labor and two to represent industry). The Speaker of the Assembly appoints two members (representing the general public). The Senate Rules Committee appoints two members (representing the general public). The Secretary of the business, Transportation and Housing Agency or designee and the Director of General Services or designee also serve on the Board. Members are appointed for four-year terms, serve without compensation, and are reimbursed for necessary expenses. The current members of the Prison Industry Board are as follows:

Matthew Cate (Chair)
Matthew Cate was appointed by Governor Arnold Schwarzenegger on May 16, 2008, as Secretary of the California Department of Corrections and Rehabilitation.
Prior to this appointment, Mr. Cate was appointed as Inspector General by Governor Arnold Schwarzenegger in March 2004 and subsequently confirmed by the state senate to that position. As Inspector General, Mr. Cate had been responsible for public oversight of the California Department of Corrections and Rehabilitation. Since 2007, he had also served as the chairman of the California Rehabilitation Oversight Board and in that capacity had been responsible for reporting to the state legislature on the progress made by the California Department of Corrections and Rehabilitation in fulfilling its obligation to provide effective rehabilitative programs to California’s inmates and parolees.
Prior to becoming California’s Inspector General, Mr. Cate served as a state and local prosecutor. From 1996 to 2004, he served as a Deputy Attorney General at the California Department of Justice. In that capacity, he supervised a team of trial and appellate prosecutors, managed a criminal trial caseload of political corruption matters and provided counsel to county grand juries. In 2003, while working on federal fraud and corruption matters, Mr. Cate was cross-designated as a Special Assistant United States Attorney. From 1994 to 1996, Mr. Cate was a Deputy District Attorney for Sacramento County, last serving in a special assignment prosecuting juvenile rape and murder cases. Prior to joining the public sector, Mr. Cate worked as a business litigation attorney with Downey, Brand, Seymour & Rohwer. He has also held several positions as an instructor of legal and law enforcement-related topics, including standards training for peace officers.;
Mr. Cate earned his Doctor of Jurisprudence from the University of Oregon School of Law and a Bachelor of Science degree in business administration from Linfield College, where he was an Academic All-American. He is a member of the California State Bar.

Leonard Greenstone (Vice Chair)
Mr. Leonard Greenstone was elected as the Vice Chair on February 3, 2005 for a two-year term. Mr. Greenstone has been president of the Leonard Greenstone Company since 1946. He belongs to numerous community organizations such as the L. A. County Peace Officers Association, the California State Sheriffs Association, the American Congress of Corrections, and the Veterans of Foreign Wars. He was previously a member of the Prison Industry Board. Governor Davis appointed Mr. Greenstone on January 11, 2001 for a four-year term.
Ray Trujillo
Mr. Ray Trujillo has been the Regional Director for the State Building Trades since 1995. From 1991 to 1995, he was the representative to the D.C. Ironworkers and from 1985 to 1991; he was the representative for the Ironworkers, Local 378. Mr. Trujillo is one of the Directors on the Sacramento Metropolitan Fire Board. Mr. Trujillo has been a member of the Contra Costa Transportation Advisory Committee and the Concord Redevelopment Advisory Commission. The Governor appointed Mr. Trujillo on January 11, 2001 as a labor representative for a four-year term.
Curtis Kelly
Mr. Curtis Kelly is the Senior Business Representative for the Bay Counties District Council of Carpenters. From 1989 to 1993, he served as Financial Secretary for the Carpenters Local 180 in Vallejo. Mr. Kelly is a member of the Napa-Solano Carpenters Boosters Club and Vacaville Youth Services. He was previously a member of the Board. He was re-appointed by the Governor as a labor representative on May 16, 2001 for a four-year term.
Ira Ritter
Mr. Ira Ritter has over thirty years experience in business and finance. He has been involved in publishing, the manufacturing, and distribution of products, franchise management, and financial services. Mr. Ritter was awarded the City of Hope's Man of the Year Award and the Animal Protection Institute's Humanitarian Award. He has served on the California Commission for Education and Technology and the Board of Architectural Examiners. The Governor appointed Mr. Ritter on August 14, 2002 for a four-year term.
SENATE RULES COMMITTEE APPOINTEES
Darshan Singh
Mr. Darshan Singh is a partner in the Asiatic Trading Company. He is an active participant in his community and is currently serving as a Commissioner on San Francisco's Redevelopment Agency. He has served as Chairman of San Francisco's Parking and Traffic Commission and as a member of the Worker's Compensation Task Force. Mr. Singh served two terms as Vice Chair of the Board. The Senate Rules Committee appointed him in 1995 and again in 1998, 2001, and 2006; his term will expire on January 1, 2010.
Tyrone Freeman
Mr. Tyrone Freeman is the General President of the Service Employees International Union (SEIU) Local 434B, in Los Angeles and also serves as the International Vice President of the SEIU in Washington, D.C., Chair of the California Homecare Council, and Chair of the Southern California SEIU State Council. His other board positions include the Los Angeles City Board of Fire Commissioners, the California Employment Training Panel and the Southern Christian Leadership Conference. As a result of his ten years of experience in labor, Time Magazine recognized him in 1996 as a leader revitalizing the American labor movement. Mr. Freeman has been honored for accomplishments with the Community Coalition Award in 2001, the Brotherhood Crusade Award for Black Leadership and the Southern Christian Leadership Conference Drum Major Award in 2003. His term on the Board began on April 23, 2003 and he was reappointed on January 1, 2005. His new term will end January 1, 2009.

Laurence B. Frank
Laurence B. Frank serves as Deputy Mayor of Neighborhood and Community Services in the Office of Los Angeles Mayor Antonio R. Villaraigosa. As senior staff member, Deputy Mayor Frank is responsible for Public Work, the Department of Neighborhood Empowerment, the Mayor’s Field Team, Constituent Services, Special Projects, External Labor Issues, and Workforce Development. Before coming to City Hall, he was a faculty member at UCLA where he worked as both the Staff Director and Research Director for the UCLA Center for Labor Research and Education.
Deputy Mayor Frank graduated Phi Beta Kappa and Magna Cum Laude from St. Lawrence University with a B.A. in Religious Studies. After graduation, while on leave from Princeton Seminary, he took a full-time position with the United Farm Workers union. He worked for two other unions until 1982, when he formed a non-profit organization in Los Angeles that focused on voter participation and conducted two local initiative campaigns. In 1990, he obtained his J.D. from the UCLA School of Law and developed a sentencing practice while specializing in juvenile law.
George Chapjian
Mr. George Chapjian is the Administrator to the Neighborhood Services Division for the City of Pasadena. Mr. Chapjian has worked for the City of Pasadena for 13 years in various responsible positions and has extensive experience in city management, code enforcement and human service programs, project management, program analysis and business operations. Mr. Chapjian is also a City Councilman for the City of Duarte. Mr. Chapjian was appointed on January 1, 2002 for a four-year term.
STATE AGENCY/DEPARTMENT APPOINTEES
Scott Harvey
Mr. Harvey was appointed Chief Deputy Director, Department of General Services in May 2008. Prior to this appointment, the Governor appointed him Chief Deputy Secretary, State and Consumer Services Agency in March 2007, and advisor to the Chair, California Integrated Waste Management Board in June 2004.
Mr. Harvey has over 30 years of public policy experience at the federal, state, and local levels as an advocate, city department director, elected official and executive director for mutual benefit trade associations.
Karin Fish
Karin Fish was appointed as the Business, Transportation and Housing Agency designee on June 23, 2005. The Governor appointed Karin Fish as Assistant Secretary, Commerce and Trade Programs on October 26, 2004. Ms. Fish has previously served as the Chief Financial Officer and Chief Deputy Director at the California Integrated Waste Management board and has over 20 years of experience managing state administrative offices.
